Unity fails here and sounds like a mess. CEO hits on employees, one tells others about it. He also has relationship with Chief People Officer. So they fire and smear the employee for... receiving a gift? How do you report the CEO when his partner runs HR?


In that case, the employee has to take the complaint to the NLRB office, for both the hostile working conditions and the retaliation.

I'm pretty sure it was a rhetorical question, and I cannot imagine that the NLRB would respond quickly. It's the highest rung on the harassment response ladder, so it's the least direct.

A lawsuit puts the company on a more equal footing to defend itself, but the gains are potentially much better than a harassment complaint can bring.
